torque converter inspection cover ripped off.

I have a 2002 powerstroke 4wd. Noticed a noise coming from underneath the truck. Pulled over and discovered the inspection plate for the torque converter was hanging on by 1 bolt. The cover had pulled through the other bolts. Also the is now a thin oil on the transmission and driveshaft. The cover doesn't seem to be damaged other than the bolt holes being torn. What caused this and can it be driven?

You can still drive the truck without the cover, the cover is just there for protection. It sounds like you may have hit something that somehow grabbed the cover and ripped it off. For the oil, it's common for something to leak up top and drip down through a weep hole into the bell housing. Take a look at the HPOP, it's lines and the turbo for signs of a oil leak.
