7.3 power loss

I have a 2002 F350 7.3 that has lost its git up.
I can hit the gas and its like I'm pulling something. There isnt any noises. Although a few weeks ago I thought I hurd a short grinding noise from the Turbo when I got on it pulling onto the hwy. Takes forever to get up to speed, boost is about 14-17 from map sensor line. Iv been babying it lately. Egt never get above 650. Trans isn't hot. Never had it blow smoke. Idk what's going on

Recently had new orings in hpop
sct 3015 tuner (tow/street)

Its getting colder outside so cud it be the ebpv?
I'm not throwing any codes or have any lights on.
