Air only coming out front vent?

I've searched and found similar problems, but nobody with the same problem. My problem is air is stuck on the front vents, not the defrost vent that seems to be very common. I tried turning the a/c on and still blows out the front face vent. I have searched for a vacuum leak and so far cant find anything. I tracked the vacuum lines into the cab and disconnected a few. I don't even feel air coming out.

Check the blend door actuator on the heater box under the dash. They are electronic and can stick open or shut. Pretty cheap, most parts houses carry them.

The temperature works fine, a/c is cold and hot air works fine. Does that part also control the vents from switching back and forth?

The air is coming from between the silver pluming and black plastic, near the head of the screwdriver.

So I plugged a vacuum line next to the hub control solenoid and after doing that I can now switch the vent to the floor. The defrost is still not working though. The pump turn off now that i have that vacuum line plugged.
