Pulley Wobble / Belt Chirping

I looked at a 2000 7.3L truck yesterday that's for sale. It has 340,000 miles on it. My only concern is a excessively loud chiping noise that appears to be coming from the serpentine belt. I also noticed the crankcase pulley had a slight wobble however all the other pulleys had no wobble at all. The belt appeared to be fairly new and owner said he recently replaced it. Owner also said he sprayed a shot of belt dressing on the belt and chirping went away temporarily. I researched this website for these issues and found a few things about the belt. One poster said NAPA belts chirped but OEM Ford belt does not chip. That's good to kow if accurate. The main concern I have is the crankcase pulley wobble. Is this a balancer pulley? Seller wants $3,700 for the truck (2000 F-250 2-WD Super Cab Short Bed) which is not a bad price. Truck appears to run really good, does not appear to be burning oil and everything is dry on the engine. I would like to get some soild info about this belt and pulley stuff if any of you could help me out.
