I believe this is the vacuum pump but I'm not sure. It runs constantly when the key is in the run position. Whether or not it's supposed to I don't really know, but it's pretty loud, it isn't like that in the other 7.3 we have.

Yes it is. Should turn off once vacuum has built up. Mine runs for a little most of the time I turn the key on. Maybe you have a vacuum leak.

first pull off the line and plug it with your finger, the pump should shut off , if not replace the pump. look under the dash around the heater box and control lines ,they usually leak there. look for loose fitting and dry rotted rubber
