CEL on Constantly no DTC's

CEL comes on before I start the truck and stays on.

Checked all fluid levels, batteries, etc..etc..

I have unhooked the batteries (couple of hours) and the CEL comes on prior to starting it (even for the first time after unhooking the batteries).

No other issues with the truck (starts, runs, drives great other than the CEL being on all of the time)

Could this be signifiying service required? (Like at some preset mileage or something?)

If the light is ON there are codes present. You just don't have a "good enough" code reader.

Either take it to someone with a professional scanner or invest in a real one yourself (ie. AutoEnginuity )

Our trucks are not OBDII compliant due to their GVWR, so you must use a scanner that has the special bundle pack by Ford. This means that the FREE scans at the auto parts store will not work on our trucks and even the higher cost scanners must have the right software loaded. If you plan on keeping your truck I highly recommend buying the AE software. It sure doesn't take long for it to pay for itself.
