hard start and some smoke

hey all, first time poster, just a couple questions for ya'll.


ok, i'm looking at a 99 F-250 6mt 2wd xl powerstroke thats for sale...

its got 130,000 and its got a couple issues...

first i checked the oil, it was just barley on the stick

it didn't wanna start this time just cranked and cranked faster and faster, i think it may need glow plugs... the truck was running the other day my buddy told me, it was puffing some blue and white and sounded like it hd cams or something... he's got a cobra


best part is... he's asking 2k for it... i'm gonna try and get him down to 1,500$...


what do you guys think the issues could be...?


i'm no noob to diesel's as i have a some experiance with vw tdi's for a bit.
