Maybe electrical??

I have a late 99 f250, 4x4. DP TUNER. I c/out injector #8 already & had the rest flushed, tested & put new o rings on. The motor will still miss as though there is an injector out while driving w/out a load. I have an AE SCANTOOL, to which all tests have been passed successfully however, when I did the injector buzz test, I noticed my RPM gauge moving with the injector buzz. When all sounded the gauge hit 3k rpm. With a single buzz it was a brief 1500rpm.
Need some help...

Is it normal for the rpm gauge to move on the buzz test?

YES! The Tach needle moves during the test.
