99' belt chirp

My 230k 1999 PSD has started having a chirping sound come from the belt area on a hour and a half drive to the VA clinic 1 state over.

I was annoyed by the loud noise on my way so I stopped in a NAPA store to pick up some belt lube as I had a shop back home where I get parts at cost.

I applied the lube and the noise did not go away.

Please note that my belt is not very old at all. 15k maybe. do I need a new one?

I noticed the belt tensioner (the one you turn to take off the belt)

I put on a new GATES tensioner today and I look at the old one I see that its starting to seperate?!?!?!

My new OEM GATES still has some movement to it?!?!?! is that normal?

The chirp/squeal is still there!!! kinda upset with all this. My power steering pump pulley has some in and out play but I was told that was normal.

please please help this is driving me nuts.
