7.3 no start.....

My truck is an early 99 f250 with278,000 mi. Was running fine and the starter got weak. I disconnected the batteries and removed the starter. Got new starter and put on the next evening. Now the engine turns over fast but no start. Ran some test, no codes on my genesis scanner, swapped cps, hpop pressure will get up to 3000 psi and no start, checked fuel pressure and was only 10-15 psi. Thought i found problem. Repaired return regulator an pressure is now @50 psi. But still no start. Does start somtimes and runs perfect. Let it run for a few min then shut it off. Try to restart and will not restart. I can start it on brake cleaner everytime and it will stay running. Wait to start light comes on evertime. But the rpm on the tack does not come up. Even when it does start the tach doesnt move during cranking. Tryed to monitor the rpm on my scanner while cranking but has no data during cranking, is this normal. What else should i check?

Ran batterys dead then recharged now starting good everytime. We will see if it last
