A?C not working properly/blowing warm air

Sorry I posted this earlier in the wrong section.
Its been quite a while since Ive been on here; however, I would def like to participate more. Anyways, now that summer is approaching and the weather is getting warmer it seems like my air conditioning is not working all the time. This same thing happened last year and I read springer pop's air gap solution and that took care of the problem for the remainder of the year. I tried to do the same thing this year and when I turn the key to the "ON" position (not start) and turn the a/c to on the clutch should lock to allow me to unscrew the bolt holding it together and it doesn't, it just continues to spin.

So, it seems like the same problem like last year. the a/c seems to work when i hammer down on the gas pedal really hard for about 10 seconds then it will blow ice cold air just fine for about 15 minutes or until i slow down. Then when it is not blowing it blows the outside temp air, which is pretty hot down here in southern California. I checked the air gap out of curiosity and my feeler gauge says that its at .20 like it should be, but like I said it works when i hammer on the gas pedal and does not when i don't hammer on the pedal. I also finally got the clutch to lock in place, which allowed me to pull it off and check inside. When I looked inside of it there were no shims at all in there, but it was reading.20 on my feeler gauge. Very weird. Anyone help is greatly appreciated. maybe the clutch is going out, I'm not to sure. Anyone have the same experience or solution to the problem?

Just to be sure in stupid person speak you removed the washer between the AC and the bolt correct? And now you have .20 gap and it still blows warm air?
