99 f350 wont rununless drain valve open?/

i have a 99 f350 7.3 with 160k on it. I just bought the truck few days ago for a steal and it wasnt running. The only thing done to truck is lift and tires and air filter.Problem im having is it wont start unless drain valve on fuel bowl is open and i have throttle but no more then 2 grand and when it goes in drive i can only push it to bout 900-1000 rpms somtime and very rarly it will start when its closed but dosent idle right and i have no throttle. So far i checked turbo, both valve cover harness and every individual plug on the injectors , the screens in the fuel tank. I dont know were to go from hear im mechanically inclined but this is my first diesel truck, Please help guys i refuse to pay somone else to work on my stuff.

check fuel pressure. No fuel to injectors, you wont be able to "move" the pig.

55-65psi. If your doing a DIY tester, you'll need a -4AN male x 1/8npt(f) adaptor.

A bad injector driver module can also be a problem will sometimes idle but that's all. Injector misfire barly running.

Ok update I check fuel psi at bowl no more then 25 psi I change pump still the same and I changed all the fuel line rubber sleeves am I disconnected the ipr and truck just stalls and won't start unless its connected and fuel filter is new I'm at a total loss I pulled both valve covers everything is tight help!! Lol

i think its coincidental, the truck "runs" with drainvalve open. With only 25psi, i'd tear aprt the FPR..(fuel pressure regulator). Its located top/side on driver side of fuel bowl. Thats the "return" line. Clean/inspect the FPR and its contents and also, shoot a little compressed air thru the return line, to clear any obstruction..
