Question about a vacuum pump

Not sure if its a problem or not but just noticed a noise when i turn the key on (just the glow plugs) what i believe to be is a vacuum pump behind the passanger side battery. It seems to be running non stop with the engine running or off. I only started hearing this run about 2 days ago. Any thoughts?

I've got an a/c problem with only my defroster working on my 99 7.3 cc,drw,2wd.
My pump stays on also, I cannot find a vacuum leak, although I am probably not looking in the correct places.
Do either of your trucks have the defroster issue?
Thanks.
