EBPV Problem!!

Problem: EBPV was causing my 99 f250 to stumble on cold days while driving at lower RPMs. Also, instead of hearing a constant hiss out of the muffle at cold idle, it was studdered hiss. I replaced tube that had cracks and cleaned all necessary ports. I cleaned sensor but did not replace. But i'm still having the same problems.

Would it take a few cold starts for the sensor to adjust the EBPV for everything to work properly? What exactly is the sensor reading? I imagine the computer module tells the EBPV when to open and close based on what the sensor is reading. Is there any way to test the sensor, or hook up to the PCM to see what the EBPV is reading? I don't want to buy a new sensor unless i need too.
