99 powerstroke surges when driving

Ive been lurking for a while and you guys helped me out on one problem I had with the rear ABS sensor. THANK YOU FOR THAT!!!!

My problem now is I can be driving a long and my truck feels like it dies then keeps going. For the people who have ever had a problem with a plug wire shorting out on a gas engine, thats what it feels like. I have no mods on my truck. I do have a programmer but the truck has done this in all modes so I have ruled out that. I replaced the turbo in 2005 but the problem has started within the last 6-8 months. No rhyme or reason to it happening, it doesnt do it with any particular weather or condition. I have changed the fuel filter twice and still surges. I was reading something about a strainer next to the pump.
Im sure someone here will have an answer.
