Slower acceloration

My 2000 PSD doesn't have the "SNAP" that I used to. I replaced the turbo not to long ago so we can rule that out. I am wondering where I should look next. The EBPV warm up cycle in winter isn't working properly also. It will work running down the road but not when sitting still. I am wondering if it is a fuel problem related to low fuel pressure or could it be a ECM issue. I am getting 17psi at full boost and egt's are maxxing at 900 degrees under full load.
