engine surging when cold

This is kinda weird. Now that its cold out. when i first leave if i set my cruise control it the RPM's will fluctuate quite a bit before it shifts to OD. It only does this the first time its run for the day and only if the cruise is set any ideas?

i dont have any ideas as a matter of fact though mine does something similar before the engine is up to normal operating temperature it surges at a lite steady throttle usually around thirty to thirtyfive mph hopefully someone can shed some light on this but at the very least here's a bump for ya

thick trans oil doesnt allow the tranny to do things as efficiently...that and thick oil for the engine could have a bit to do with it. Ive never actually seen this concern that i know of but those are a few ideas....
