adjusting turbo newbi

ok im new to the psd. i bought this trk with a bad turbo sence i have had turbo rebuilt its a bd thruster two there is a rod on top that has a adjuster on it with some kinda vacume hose it s backed all way out what happens if i tighten it up. here are some of whats been done to trk
