Power steering flush question

I have a 2000 f350. I just did the power steering flush and noticed that when I was cycling the steering wheel the fluid was barely coming out when I hit the brakes you could see the ATF flow through the clear hose. So I guess my question is should the ATF flow out the return line when turning the steering wheel or only when pressing the brakes. Thanks for the help

It does flow while steering but very little, most of the flow is when pressing the brakes but you want to do both to completely flush the system.
