ONE WHEEL PEEL 99 F350 PSD NO POWER TOP END

I HAVE A 1999 F350 PSD THAT ONLY PULLS ONE WHEEL. DOES SOME F350'S ONLY COME WITH SINGLE TRACTION? IT IS THE 99.5 YEAR MODEL WITH A 6 SPEED TRANNY XLT. SEEMS TO ME THAT IT WOULD COME WITH A POSI FROM THE FACTORY. HOPING IT IS POSI JUST CLUTCHES NEEDING REPLACED. ANY INFO GREATLY APPRECIATED. ALSO HOW DO YOU CHECK FUEL PRESSURE ON THESE TRUCKS. I HAVE PUT A DEVICE ON THE TRUCK FROM DEFUSER THAT JACKS TIMING AND FUEL UP WITH TURN OF A KNOB. I HAVE NO BLACK SMOKE BOILING OUT MY EXHAUST. BEEN TOLD THAT THE SCREENS IN THE TANK COULD BE STOPPED UP AND THAT PUMP COULD BE BAD. TRUCK IS REAL LAZY ON TOP END LIKE IT IS NOT GETTING FUEL. TRUCK IDLES FINE AND CRANKS UP VERY EASILY. IT SHOWED SOME CODES WITH TRUCK RUNNING IT SHOWED A P0476 WHICH IS EXHAUST PRESSURE PERFORMANCE. AND ON MEMORY CODES IT SHOWED A P0470 WHICH IS ESP SENSOR BAD. I WAS TOLD TO CHECK THE SENSOR AND TUBE TO SEE IF THEY WERE STOPPED UP BOTH WERE. I CLEANED THEM UP PUT IT BACK ON AND STILL SHOWS CODE. PRETTY SURE I'M GOING TO HAVE TO REPLACE SENSOR. DOES THIS SENSOR SERVE A PURPOSE AND WHAT DOES IT CONTROL. " CAN IT HURT MY PERFORMANCE" JAMIE
