2000 F350 keyless entry problems

All I have searched the threads looking for the answer to no avail. I have fixed all my auto door looks with new actuators. I bought two new FOB's. I followed the instruction to program them. Turned the switch on and off, door locks cycled, pressed the fob button door locks cycled again then turned the ignition off and the door locks cycled again. I then pushed the fob button the locks worked got out the truck tried them again but they did not work. I got back in the truck they didn't work. I cycled the door lock using the door actuator and they worked. I tried to program the fob again same thing car acts like it programs the fob but still doesn't work. The truck was really dirty when I got it could there be a sensor that is dirty? Or is it a bad controller? Any help would be great.

did you try a new battery in the remote? Also dont trust new ones because in some stores they sometimes sit on the shelf so long they lose there charge.
