Unhappy Another hard starter

I know there is alot of threads about a hard start/no start but im stumped by my own truck. 00' that will be slow on the first revolution of starting then speed up. most of the time it takes 3-4 times of trying to start it to get it to fire up, and when it does there's a huge cloud of white smoke!! mind you it's only around 50 degrees. i've changed out the GPR and while i was at it i changed the CPS too. went to batteries plus and had them test my battery. but when i did i had the truck off and just let them test them inactive. i've heard you need to try starting the truck and if the V goes below 11.4v you might have crappy batteries. So my choices of problems are possibly new glow plugs, new batteries, or new starter. i'd like to get some input before i sink some more money into the project. Thanks...
