Hood won't open

The hood on my 99 F250 is stuck all the way down. I can see the cable moving inside the latch. How can I get the hood to pop up so I can open it?

I have tried hittin down on it while someone pulls the lever...I even tried prying up on it...I have some clear liquid leaking down the motor and I can't figure out what it is...it's not fuel...It smells like musty water.

I can't remember how those latches work or if they are even different than the OBS ones. try slipping a screwdriver in there and see if you can slide the latch over

Tried that with no luck

You might just have to cut the grill so you can get in there and move the latch

Do some searching, I know i've heard of this happening and its not that hard to get it open
