02 Excursion 7.3L PS Problem

I need some assistance desperately.... My 02 Excursion is driving me INSANE IN THE MEMBRANE....

I have been experiencing an issue with what I believe maybe fuel delivery, but I am uncertain...

History:
Symptom: Intermittent rough running, loss of power, tons of white smoke.
Changed fuel fllter, multiple times - no relief. Had it in the Ford Dealership, they dropped the tank, cleaned the fuel lines and tank and parts. Someone dumped sugar in the tank. Caused the strainer in the tank to get hopelessly clogged. $1000.00

4 Fuel Filters - $130
Locking gas cap - $15

Current:
Ran better for a while, right up until the Water pump gave... $1800 to repair and replace the parts it took w/it. now the intermittent rough running is back. THe truck will do fine, until a load is applied (hill climbing for example) and it runs rough, blows white smoke, and may stall. The Overdrive light may or may not start blinking, and only letting it sit for 2 hours MIGHT get it to run properly again. It might not.

3 MORE fuel filters - $100 , Fuel Injector cleaner $20....

Need help please!!

What role do the batteries play in the 7.3 normal operation after start? Just had BOTH batteries diagnosed as BAD. One is 6 months old (under Warranty) and the other is 2 years old (under Warranty too). Could this play a role in my issue?

Bad batteries will definitely cause issues. The IDM PCM etc. All need a "clean" power supply.

I've never just changed one battery. Always both at the same time otherwise you end up chasing power issues.

You mentioned OD light flashing. That indicates a transmission code may be present or, the parameters such as Vehicle Speed that go into transmission programming are having an issue.

Have the codes pulled and go from there.
