2003 7.3l Powerstroke Starter - no turn over

hi everyone,
this is my first post so i hope i am n conformance with the rules. I have a 7.3l dually F350 with a dump bed that is one of my work trucks. i parked it two day ago and then next day, the engine would not turn over. Previously, it ran and started without incident. The battery terminals are all cleaned and there is good voltage at the battery. The starter seems to make a clicking noise but the engine does not turn over at all. Do starters suddenly go out like this? is there a common short somewhere? any troubleshooting advice would be most welcome before i march off and buy another starter.
