HPOP Pressure

Hey guys correct me if I'm wrong but doesnt it take 450-500 psi from the HPOP to fire the injectors in order to make the 7.3 start? Well if that's the case then if the pressure is lower it obviously should not start. But what if the pressure at crank is around 2000 psi? What is this a sign of or could be causing this.

The truck in my sig was tested at that's what it showed was 2000 psi trying to start.

Bad ICP or IPR...?

That is what I'm hoping! Is the IPR better to just replace or rebuild it?
