No power to pcm?

I had to pull the fuse box under the hood out and when i put it back my truck wouldnt start. Turn the key on and no wait to start, no power to my dp tuner, no fuel pump. I replaced the pcm with another one and same thing. Checked all fuses and cant find the issue. Does anyone know what fuses power the pcm? I don't have a book and am not home to use the laptop and have a hard time finding info on my phone. This is our only vehicle right now so any advice would be great.

EDIT: I forgot to mention whdn I hooked the battery back up the key was on. I'm thinking that might have burned something up but idk what

Almost forgot the truck is a 2000 7.3 automatic 4x4 cc.

So I just checked and I have power going through the IDM and PCM relays. Didn't check the FP relay though.
EDIT: just checked pin 71 and looks like no power to pcm. Fuse 24 is good and cig lighter is on. Maybe I checked relaya wrong? I didn't hear a click but volt meter said it was sending power.
I did not check power for memory saver. If that was not getting power would it still turn on?

So I used a jumper wire on the relay output for the pcm and I hear clicks but still no fuel pump or wait to start light. I also checked for power on pin 71 when I did this but still nothing from the pcm... maybe IDM?
