What is this hose and why is it leaking coolant

I cant attach a pic from my cell. It hangs down on the pass side of the engine bay. It looks like its zip ties into place so it maybe a rig up the previous owner did. It's dripping coolant. Coolant is slowly getting low. Oil does not have milky ness to it. It turns into a metal line and looks like it might go to water pump. But can't be sure too much stuff in the way

is it leaking because a crack? or does it look like it is leaking were it connects?

Thank for the reply but I was way off. It's the water fuel seperatir valve drain tube. It looks like even when the valve is turned off it still leaks diesel. I'm guessing I need new o rings. The coolant getting low looks to be a whole other problem
