Angry Fuel gauge problem

My late '99 fuel gauge quit working. It goes to past full as soon as I start it up. It can say full, and I can put 20 gal in, and it still say full. Think this is a gauge problem, or the sending unit? I'm thinking the latter, but I really don't want to have to drop the tank....

my money is on the sending unit if the gauge is sweeping at start up

Thanks, that's kinda what I was thinking... Maybe this is a good time to press the Mrs. for a Transferflow 46gal tank...
