You Sure you've got the right relay? Could it be for a 24v application?
If you ground the small terminal that goes to the PCM (the one that Doesn't have 12v in it when disconnected) it should click & hold then supply the 12v to the plugs on the lg terminal. If not, and it IS the right relay, then I'd suspect the batteries/cables can't handle the GP load. Monitor the voltage while it's trying.
The other relay is for the AIH (a Rarely used heater in the intake you don't even need)
