99 7.3 GPR help

Just realized i placed this in the wrong place so i am updating an putting it here. I have an early 99 f350 with a 7.3. I am new to diesels and decided to turn to you guys for some info. Recently i have had trouble starting in the cold or should i say cool 50 deg weather. I plugged in the block heater and she started up and idled a bit rough then was fine. started and ran fine all day afterwards. the next morning same thing only this time i did not plug in and began to troubleshoor the gpr. I did not get any voltage across the large poles. The direct from the battery matched the battery and the other did not read anything, The small red wire also reas battery voltage when on. my question is about the location of the relay. i looked through various sites on the web and the all list or show a picture the relay but also say there are 2 relays in the same area. I seem to only see one relay. there is another on the firewall passenger side but not on top of the block itself. I have attached a picture of each i unbolted the relay itself. I am not much of a mechanic just trying to diagnose and fix what i can before going to a shop. It is not a everyday driver and has not been driven in a month. the truck has 100k on it. any help will be greatly appreciated. thanks

the one on your inner fender should be for the starter why you only have 1 on top of your engine is beyond me though

To test the GPR (the one on top). You should get voltage to one side with the key off. Then with the key on you should get it to both sides. If not, its not working. Its a fairly easy fix once you have the part as it only takes about 15 minutes to swap. If it checks out good I would double check your batteries as I've had one bad one it will create a hard start issue. Let us know how it turnes out.
