look under the dash where the passenger's right foot would hit the kick panel. The actuator is there. Check the hose for leaks.

Stop stop stop... there is a big issue with Super Duty trucks and the vacuum pump. Start the truck, turn on the air, open the hood and walk over to the passenger side. Behind the battery is the round vacuum reservior, and behind it is a small little pump...

Now, is it working? should be vibrating and humming? If not make sure it has power.. let us know from there.

OK Mine was doing the same thing... but would only blow out the vents on full blast.. the actuator went bad... $20 part.. mine in the 99 is located in the motor bay up in the corner of the passenger side.. some are under the glove box.

Replaced it in 15 min and it works like new. You will see a red backing and a plug.. 2 screws.

If yours is a 4x4 check the vac. tubes at the hubs. Also check vacuum pump as mentioned earlier and check for leaks behind the glove compartment at the actuator. Defrost is the default position if something goes wrong....this is for safety reasons.

OK I am having the exact issue, and I just got this truck. I think the acutator is missing by the last meat head that worked on it.....right by the passengers foot there is 4 vac lines that are molded into a little rubber harness- is this where the regulator is supposted to go?
Thanks
