hard cold start no throttle response

I have a 2002 Ford F350 with a 7.3 powerstroke with 180k on it i ran great in the summer when i bought it now it is getting in the 40s it was haveing trouble starting and when it did i had no throttle response until it warmed up for 20 minutes. i have replaced my fuel and air filter, changed the oil, replaced GPR, Replaced glow plugs with new dual coil plugs. now it will start although it will have no throttle response until the temp guage is above the lower limit on the guage which takes like 20 minutes or me to sit there and rev it up the little that it will go for a while. although if i plug the truck in i do not have a problem. I believe after a little research that it could be my EBPV is sticking when closeing. is there anyway to check it without takeing the turbo off? after the truck is ran in the morning it is fine all day long. thank you for any help i can get on this.

Yeah, just unplug it. But no throttle response on cold start ups is perfectly normal. But it shouldn't take more than a couple min. Here is a write up I did on cold weather issues.
