98 7.3 no power to fuel pump

hello,
I have a 1998 ford e 350 lift van and I went to start it and the wait to start light nor the check engine light come on when I turn the key on. I have changed the fuel pump because the neg post was way rusty and I couldn't clean it up enough. I also tested all the fuses and relays and they all test good and I still have no fuel. my actron obd2 scan wont even read the code it says I have a bad connection try again. Is there a fuse under the dash along with the one in the distribution box? please if you ever had this problem help if you can I want to hear form you.
