low boost/mpg-0470 Code

Hey guys, I have a boost issue, at WOT i am only pushing 16lbs of boost, if i pull the red hose of the rear of the wastegate i can push 19lbs. My fuel mileage has been hovering around 11-12 (which sucks). I checked for codes and p0470 came up (Exhaust backpressure sensor circuit malfunction)
Is it possible this code has something to do with my loss of boost and mileage issue? My boots appear to be ok, i cant tell if i have an uppipe leak.

Truck has a cold air intake, hypertech programmer, 4in turbo back.

Well my guess would be that EBV is getting stuck closed and that might trigger the (Exhaust back pressure sensor circuit malfuntion) code. A closed EBV would also lead to poor fule mileage. Just a guess though.
