Exclamation 02 F350 7.3L Oil Cooler ???

I went to change the radiator in a friends 7.3 and there was a thick layer of oil in the coolant reservoir. Does that mean the oil cooler is leaking internally? Can I just replace the o-rings or do I need to replace the whole oil cooler? I have the o-rings already. Anybody ever replaced the o-rings? Ive heard its a pain getting it put back together bc the o-rings are so thick. Any suggestions? Thanks
