2000 f 350 wont shift into 2nd

My 2000 f350 won't shift from 1st to 2nd unless I get up to 2500 rpm or more and let off the throttle, sometimes it will come out of 2nd If you are under high boost. I get a flashing od light.and get a code for 1-2 shift malfunction
