99 e450 no Start Please help and other existing problems

I have a 99 e450 with psd I have a couple things goin on 1st off I have been havin to plug in to get to start even when in 40-50 degree and always idle rough when 1st start but now it won't start period... It cranks and kinda acts like hittin on couple cyl but no start... When I got van 10000k mile ag. I had to clean fuel system new inj and clean tank... So I have couple codes my symtoms include. Hard cold starts, rough shifting, and eratic accel pedal sometimes (it's like u hit nitrous at 1/8th pedal and it rolls black smoke) and when it was rainin one day it started missin but pulled over shut off restart and ran fine for month now no start at all has been plugged in whole time... Please help need runnin by Monday it's my work vehicle!!!
