WetWeather+Wipers=Erractic Powerstroke

2002 F250 7.3 149000 miles

So here recently now that the crappy weather is coming down my truck is starting to perform poorly. Only when there is alot of water or snow on the roads or just when it is raining heavily real heavy and when my wipers are on will my truck act up. The truck surges(speeds up and slows down) on its own. If I turn the wipers off typically soon after or immidately it will act normal. I have tried to pinpoint exactly when it acts up.

I have tried leaving my wipers on all the speeds during dry weather to rule that out. I have also been driving around using all my washer fluid trying to get some water involved and still nothing. Only when there is alot of water/snow ice will it act up.
I took it to the carwash tonight and tried to hose it down for awhile with the wipers on and see exactly what was getting wet to determine what was going on. Still nothing, but tomorrow when I go somewhere like on the highway it will act up im sure of it.

I had the CPS recall done in april and have had no problems until recently.
I have replaced the CPS again this week just to rule this out. Still messing up.
