Question 02 E350

Hi - I'm sojo from South Jersey. Been reading through this and another forum on an issue I've got on my 2002 E350 7.3L Turbo Diesel Van, I'm getting closer to pin-pointing the problem but still needs some help. So I decided to join you guys and see if you can help. Thanks in advance!! Here's my problem:

My van started riding rough. Sputtering and losing power when on the gas. Blue smoke, then I come to a stop and it rumbles hard and either stalls or eventually will be ok. To drive it, I have to let sit and run for about 20 mins. Always seemed like it had to build up pressure.

So, what we did so far: replaced Fuel Filter, and Fuel Pump - BUT, when I turn key to "on" you still here pump running for about a minute or more, which I know is too long. So we came to the conclusion that it might be the Fuel Regulator. I am wrong?

What about checking the voltage/current to be sure that's it?

Also, someone suggested it might be the ICP. No idea where that is.

I'm not a mechanic, a buddy of mine has done the work so far, but he's not all that familiar with diesels.

Any help with this is greatly appreciated.
