Early 99 issues

has anyone ever seen one of these 7.3Ls stutter on every shift. IT IS NOT the transmission, motor mounts, trans mount, or torque converter. the problem improves when the fuel tank is as full as possible. it only exhibits the issue when shifting. also when the truck is cold ( first start of the day, temp dont matter) it wont shift out of 2nd and wont go above 2100 rpm. any ideas are appreciated...

tried that. multiple times, with different brands. no effect. also it doesnt have any stored codes. once in a while, it will trip a PCM failure code, but, it isnt constant, and its not stored, so probably the edge juice box. by the way, the box has no effect on the issue either...
