Block heater problems

So, I know my glow plug relay is shot, and I have a Stancor on the way, but in the meantime, the only way my pickup will start in a reasonable time is to plug it in overnight. Worked great for a couple nights, and now it isn't working. The coolant temp gauge stays bottomed out when I turn the pickup on, and the cord is cold (usually warm when it's been plugged in). So, anybody have any common issues with the block heater?

Oh, and I've made sure the extension cord works, and the plug on the pickup is clean. Problem seems to be beyond that point somewhere...

The other end of the cord is above the oil filter. Should be an orange cord....

Maybe trace it in between the two points to see if it has any cracks or bare wires or ????
