wastegate stuck!!

Hey guys I was helping a buddy put a ported housing on his turbo, we got everything thing torn off and we were putting it back together we couldn't get the wastegate to move. It has no acuator on it, it is just stuck wide open so the truck builds no boost. We have tried everything other than pulling off the turbo and tearing into it. any help would be appreciated.

It would be good to take it off and clean out all the soot and crap that's probably got it stuck. Could do the o-rings while you're at it.
