No power at diagnostic port

I dont have power at my diagnostic port under my dash in my 01 7.3L. I went to program it with a Hypertech chip and nothing happens. I tried it in another truck of ours and it worked for that one so I know its a problem with my truck. Any ideas?

I don't have a 7.3 so I don't know if the fuse locations are the same but here is a good link.

I found a manual for an 01 in one of our other trucks and the one that It says that It should be is still good. It was number 3 fuse. Now im stuck. I guess I will trace wires under the dash or something.

If the cig lighter is tied into that fuse and the fuse is good check the cig lighter for power also
