No power at diagnostic port

I dont have power at my diagnostic port under my dash in my 01 7.3L. I went to program it with a Hypertech chip and nothing happens. I tried it in another truck of ours and it worked for that one so I know its a problem with my truck. Any ideas?

I don't have a 7.3 so I don't know if the fuse locations are the same but here is a good link.

It is the cig lighter fuse, when you replace it you will have power. Thanks for purchasing our product
