maintenance and changing fuel filter??

i have a 99.5 psd crew cab 7.3, im in the process of changing my fuel filter but when i open the fuel pressure releif valve, no fuel comes out. i have the chilton manual and it says to turn the yellow valve to the right and loosen the filter cover to releive the pressure, but no fuel comes out. can anyone tell me where the fuel supposed to come out? im looking for a small drain tube or something, but i cant seem to find one. i also opened the cover til fuel started to come out the top. any help is appreciated. thanks.

also, i noticed that my main battery looks like it has a slow leak or something on the top of the battery. its not really wet but enough to see a oily residue on the top. do i need to replace my battery soon? the battery hasnt given me any problems.

The fuel should be draining out on the ground. there's a hose hooked to the valve a couple of inches below the yellow handle. It comes straight out the back of the filter bowl. Maybe it's clogged. It just slips on, so you can pull it off, and see it any fuel comes out. Granted, it will then be draining onto the valley of the motor, but you'd know if the line is clogged. If you get up in there with a flashlight, you'll see quickly what I'm talking about. I don't know about the battery, sorry
