Variety of Electrical Problems

Hello,
I just picked up a 99 F250. I discovered that is has a few minor problems:
No cruise
No power to the cigarette lighter nor the power point.
A weird, faint, intermittent "backup buzzer" sound coming from behind the fuse panel cover under the steering wheel.
There are a bundle of wires/fuses etc. that do not look factory and a long thin grey plug that has been "jumpered" from on pin to the other.

Unfortunately I don't have an owners manual or anything to go by and believe all these problems are related to the wiring under there.

Forgot to mention that it has a gooseneck ball, and 2 trailer hookups, but no controller although I sure there has been one in it a some point.

Has anyone had these problems, maybe a wiring diagram.

Ok, I got the grey plug that was jumpered, figured out. The neutral safety switch was bad and rather than replace it, the previous owner just unhooked it and jumped the switch.

I still have no cruise though, although my horn does work. I can't really check the fuses to well because I have no diagram to go by. Is there one online somewhere??

Sorry you're having electrical problems. A fellow once told me that he would rather have heart problems than electrical problems .

Ok, found an online manual: Downloads - 1994-1997 Power Stroke FAQ GO here if anyone needs to download manuals.

Anyhow I checked all the fuses, all were good. Isolated the faint buzzer sound to the fuse panel area(same place the door buzzer is at).

Still no cruise or power to the cigarette lighter of power point...
