1999 7.3 power stroke issues

Well my speedometer started flickering for a few miles then it eventually died on me, now my OD light flashes on the gear shifter, and my cruise control doesn't work either. Is all of this linked together? Where do i need to start?

fuse or relay. maybe a short in a wire.

I don't have a manual so I don't know where to start tracing things, the fuse cover says look in the manual but I don't have a manual to see the ID of the fuse locations, nor do I know which relay to check with the DMM.
