brake problems

my boss has an 01 excursion 4x4 diesel. been having trouble with the brakes,replaced hoses, calipers, rotors, and pads. this took care of the right side wanting to lock up and not release ( found some kind of plastic stuck in the caliper brake line hole) the problem we are having now is the truck does not want to stop .. my question is can i test any of the brake components to locate the weak part?

could a weak power steering pump do this ( low pressure to the hydroboost unit?)
