00' runs really ruff when cold...

Ok I am a diesel mechanic but more on big rigs, and cummins, so I got my first powerstroke job, anyways its a 00 powerstroke it has 200,000 miles and it runs really bad when its cold, but when I got it it was running bad all the time so it got scanned and the 7 and 8 injectors where bad so instead of replacing the 2 we replaced all of them just because thats how I was taught , so now I run it and it runs better but still not good, then it warms up it runs great, so we let it sit over night it runs horrible again, so we let it sit and run for 10 min shut it off for a lil bit then fire it up and it runs great...when I scann it I throws the ICP p1280 code, I know it could be a lot of things like the harness , cps, icp maybe glow pluggs but it only runs bad for like 10 to 15 min, it also hard starts even if it is warm, but I don't even know where to start on this thing , I know its not the injectors a least... just somebody to shoot me in the right direction would be appreciated ..

MIne strarts hard when warm if I allow the glow plugs to cycle. Once warm of if above 60 degrees or so I just turn the key.

MIne has also run crappy on a cold startup becasue the EBPV hung up.
