turbo problem

my 99 powerstroke has been blue smoking and is not making that much boost. i mean only like 15 pounds wide open! and if i take my chip out it has no balls at all truck only has 175,000 on it. i was thinking that my turbo is gone? now is there away that i can tell for sure?
